Félix Peña is a specialist in international economic relations, international trade law and economic integration. He holds a Doctoral degree in Law from the University of Madrid and is the Director of the International Trade Institute of the ICBC Foundation in Argentina (https://www.fundacionicbc.com.ar/). He previously served as Undersecretary of Foreign Trade at the Ministry of the Economy of Argentina and was a full member of the Common Market Group of Mercosur. He has formed part of the list of Argentinean arbitrators of the mechanism for the settlement of disputes of the Mercosur- Olivos Protocol, the International Centre for Settlement of Investment Disputes (ICSID) and the World Trade Organization (WTO).
