Costa Rica’s Ministry of Foreign Affairs launches internal mobile application and fully enters digital diplomacy with the support of IICA

The “Integrated Bilateral and Institutional Cooperation Information System (SIIBCI)” was designed with the support of the Inter-American Institute for Cooperation on Agriculture (IICA).

San Jose, 16 August 2021 (IICA/Ministry of Foreign Affairs and Worship of Costa Rica) Costa Rica’s Ministry of Foreign Affairs and Worship presented to its officers the first mobile application dubbed the “Integrated Bilateral and Institutional Cooperation Information System (SIIBCI)”.

The application is intended to make information on bilateral relations with the States available to the Foreign Ministry’s officers and mission chiefs, including information on Foreign Policy, Economic Diplomacy and International Cooperation, and will be constantly updated with relevant content.

The application was presented at an event held in celebration of the Casa Amarilla’s 100th anniversary as the headquarters of Costa Rica’s Ministry of Foreign Affairs and Worship and was developed in collaboration of the Inter-American Institute for Cooperation on Agriculture (IICA) as part of the strategic collaboration objectives included in the General Agreement for Technical Cooperation between the Ministry and the Institute, which was renewed in 2020.  

“This tool represents the implementation of digital diplomacy and inserts us into the fourth industrial revolution, which will allow us to position ourselves as a hub in the region and to establish strategic alliances on these issues”, stated Rodolfo Solano Quirós, Costa Rica’s Minister of Foreign Affairs.

Solano Quirós further highlighted the importance of the application for timely and efficient management, as well as what it represents in terms of an innovative vision of diplomacy, which “drives a sustainable, green Costa Rica with technological and digital transformation and a decarbonized economic development model”.

Ambassador Adriana Bolaños Argueta, Deputy Minister for Bilateral Affairs and International Cooperation, expressed that the application represents the fruition of a dream—to have immediate, relevant and updated information generated by the diplomatic missions and the Ministry’s work teams.

Bolaños thanked the teams from IICA and the Ministry for making a tool of this kind a reality.

For his part, Manuel Otero, Director General of IICA, commented that the doors of the international agency specializing in agricultural and rural development are always open to “hear, propose and take action” based on the needs of the countries, and stressed that one of its primary goals is to create instruments that support public policies.
