Climate change adaptation planning in agriculture: analyzing challenges and opportunities in Central and South America

Over 35 representatives from the Ministries of Agriculture, Environment and Planning, from 11 countries spent several days analyzing the processes used to design, develop, and evaluate sectoral climate change adaptation plans.

In recognition of the challenges that climate change poses for agriculture, many countries in Latin America have developed, or are in the process of developing plans and strategies to proactively address the issue.  Recently, IICA organized two workshops – one in South America and one in Central America – to strengthen the capacity of the public sector to plan, implement and monitor sectoral strategies aimed at increasing resilience of farming systems to climate change.   

Over 35 representatives from the Ministries of Agriculture, Environment and Planning, from 11 countries spent several days analyzing the processes used to design, develop, and evaluate sectoral climate change adaptation plans.   

The specific objectives of the workshop were to:

  • Develop a participatory regional analysis on good practices and learned lessons about the design, implementation, monitoring and evaluation of climate change sectorial adaptation plans in LAC and their linkages to global agreements and other public policy instruments.
  • Exchange methodologies to design, implement, monitor and evaluate sectorial adaptation plans.
  • Identify key challenges and priorities for capacity building to manage the design, implementation and monitoring and evaluation of climate change and agricultural planning instruments and public policies.

Participants used the opportunity to discuss the challenges they are facing and received ideas and feedback from their peers on how these challenges might be overcome. Aligning the different public policy instruments that guide adaptation actions, coordinating amongst multiple actors, obtaining sufficient financing, and developing robust monitoring and evaluation systems are common issues.  A publication is being developed to systematize the best practices and lessons learned from the experiences to date.
