ECS Delegations in the Eastern Caribbean States Welcomes its New Representative, Mr Gregg Rawlins

The ECS Delegations in the Eastern Caribbean States (ECS) is pleased to welcome Mr. Gregg C.E. Rawlins, a national of Barbados, who has been appointed Representative of the Inter-American Institute for Cooperation on Agriculture (IICA) in the Eastern Caribbean States, with effect from July 1, 2019.  

Mr. Rawlins has over 30 years of experience in the field of agriculture at both the national and regional levels in the Caribbean Region.  An Agricultural Economist, Mr. Rawlins has held positions with several key multinational agencies in the region.  Immediately prior to his current appointment, Mr.

Rawlins served as IICA Representative in Trinidad and Tobago between 2008 and 2019. He also served as Consultant Project Manager of the FAO/CARICOM/CARIFORUM Food Security Project in Port of Spain, Trinidad and Tobago.  He has also held positions as a Senior Project Officer in Economic Policy and Sectoral Programmes with the CARICOM Secretariat in Georgetown, Guyana, and as Chief Economist and Head of Planning at the Ministry of Agriculture and Rural Development in his native Barbados.

In late 2010, Mr. Rawlins was designated as Coordinator, Regional Integration for the Caribbean Region with oversight for implementation of IICA’s Strategy for agricultural development in the region. This portfolio also included the coordination of IICA’s technical support for regional integration projects, programmes and initiatives until 2017.

Mr. Rawlins holds a B.Sc (Hons.) Degree in General Agriculture from the University of the West Indies, St. Augustine Campus in Trinidad and Tobago and a M.Sc in Agricultural Economics (with Distinction) from Wye College, University of London, England.

Mr. Rawlins possesses a wealth of technical and managerial experience and has authored many research and working papers, sub-sector reviews and analyses, negotiating briefs, policy positions and presentations on agricultural economics, commodities, trade policy and negotiations, food and nutrition security , external trade and economic related matters.

Mr. Rawlins views his role at IICA as a continuation in the process of contributing to agricultural development in Saint Lucia and the Eastern Caribbean at a time when the sector is facing many challenges.  Mr. Rawlins is optimistic that IICA will continue to make positive contributions towards advancing agriculture and rural development in Saint Lucia and the Eastern Caribbean Countries.
